Well, it seems you have a fairly average CPU among TPT players as far as I can tell. The Powder Toy, sadly, is incredibly CPU intensive, so you can't expect much more out of it. You'll need a better CPU, either a recent AMD Ryzen CPU (I have a 3600X personally), or a recent 6 core i5 or i7, to get higher framerates, and even then the game still dips. Nothing is stopping you from doing whatever you like with the game, it's just slow. Not much can be done about the game's speed.
If you want to check your CPU model, go to Control Panel > System and Security > System and you'll find it there.
